Singapore GIC's key man sees opportunities in gloom

SINGAPORE (Reuters) - When Tony Tan, executive director of Singapore's biggest sovereign wealth fund, warned in July the world might plunge into its worst recession in 30 years, many shrugged off his remarks as too gloomy.
Three months later, Tan's prophecy of doom is becoming a reality as the credit crisis ravages U.S. and European banks and takes a growing toll on the global economy.
Tan's Government of Singapore Investment Corp (GIC) is meanwhile sitting with 7 percent of its estimated $300 billion portfolio in cash and another 26 percent in G7 government bonds.
Tan, a 68-year old former finance minister, professor and banker, and his team are now cautiously sifting through the financial carnage to shop for distressed assets in the United States in an effort to boost long-term returns for Singapore's central bank.
GIC released its first performance report last month, after increased scrutiny of sovereign funds by Western lawmakers who want them to be more transparent, and revealed a 4.5 percent real return in Singapore dollar terms over 20 years.
"We should not assume that the worst is over and we continue to be watchful and prudent in our assessment of the economic risks and in our investments," Tan, also the fund's deputy chairman, told reporters at the launch of the report.
Song Seng Wun, a Singapore-based economist with Malaysia's CIMB, said Tan's long stint with the private and public sector makes him experienced enough to guide GIC through the crisis.
"I don't think you can compare him to an investor like Warren Buffett," he said. "But he is an old hand who has seen the ups and downs of the Singapore economy and it is good to have someone like him steering the ship."
GIC, which manages part of Singapore's foreign reserves, plowed $18 billion into UBS (UBSN.VX: Quote, Profile, Research, Stock Buzz) and Citigroup (C.N: Quote, Profile, Research, Stock Buzz) in December and January, though shares of the two banks have since fallen as the credit crisis tightened its grip.
By contrast Buffett, regarded as one of the world's greatest investors, waited until the past two weeks to spend $8 billion on shares in Goldman Sachs (GS.N: Quote, Profile, Research, Stock Buzz) and General Electric Co (GE.N: Quote, Profile, Research, Stock Buzz).
CONTRARIAN
Tan has said U.S. investments will remain a big part of his portfolio, but GIC has said it may fancy using some of its cash to buy emerging market stocks in its backyard of Asia.
Tan joined GIC in 2005 after a stint as CEO of Singapore lender Oversea-Chinese Banking Corp (OCBC.SI: Quote, Profile, Research, Stock Buzz) and over a decade in politics, which followed a PhD in applied mathematics.
"He has a quiet disposition, he doesn't talk very much," said Eu Wing Kee, a secondary school teacher of Tan's. "But when he talks he knows what he is talking about."
Tan, who always has his white hair slicked back and wears vintage dark-rimmed glasses, became finance minister and was tipped by Singapore's first prime minister Lee Kuan Yew as his successor. The post eventually went to Goh Chok Tong in 1990.
"He has a quick brain and there is a decisive quality about him. He listens, takes all points of view and decides," Lee said of Tan in 1988. Lee is the chairman of GIC but leaves the day-to-day running of the fund to Tan.
People who have worked with Tan described him as consultative during decision-making but dogged once his mind is made up, with the courage to take a contrarian view.
GIC has limited its losses on UBS and Citi by taking advantage of price reset clauses in its original agreements after the two banks raised more cash to repair their balance sheets. And Tan has said GIC has room for investing in another bank.
"We always look at the risk first," Tan said in January. "Our philosophy is if you look after the downside, the upside will look after itself."

Strangely, this mind keeps on having thoughts of the late P. Ramlee. Specially when listening to his Raya Songs:- Dendang Perantau & Suara Takbir.
Yes we all know that P. Ramlee is a GREAT artiste...every Malay in M'sia & S'pore knows that.
But when we really do a study of any one of his works, Mashaallah, we still can't find his equal in our Malay Film & Music Industry.
Take his song "Tiada kata secantik bahasa" as an example. The melody is beautiful & the lyrics are simple and sweet if you're to listen carefully.
The most amazing about this song is, it unusually starts with Chorus --> Bridge --->Chorus -->Bridge. No verse in a song from the 60's????

Leadership Secrets of Colin Powell
Alamak really can't resist to share this gem....
I stumbled across this interesting summary of Colin Powell’s leadership principles from the book, The Leadership Secrets of Colin Powell. The summary was written by Mr. Oren Harari, a professor at the University of San Francisco. Who is Collin Powell you may ask!
Colin Powell is the first black secretary of state in U.S. history. Powell was born in New York City to Jamaican immigrants and attended City College of New York as a cadet in the Reserve Officers Training Corps. He served two tours of duty successfully in the Vietnam War from 1962-63 and once again from 1968-69 and then held important military and civilian positions before becoming national security adviser to President Ronald Reagan in 1987. In 1989, Powell was promoted to the rank of four-star general and was named chairman of the Joint Chiefs of Staff later that same year - the first black officer to hold the nation’s highest military post.
Colin Powell’s principles of leadership described in the book include the following:
- Being responsible sometimes means pissing people off.
- The day soldiers stop bringing you their problems is the day you stopped leading them. They have either lost confidence that you can help them or concluded that you do not care. Either case is a failure of leadership.
- Don’t be buffaloed by experts and elites. Experts often possess more data than judgment. Elites can become so inbred that they produce hemophiliacs who bleed to death as soon as they are nicked by the real world.
- Don’t be afraid to challenge the pros, even in their own backyard.
- Never neglect details. When everyone’s mind is dulled or distracted the leader must be doubly vigilant.
- You don’t know what you can get away with until you try.
- Keep looking below surface appearances. Don’t shrink from doing so (just) because you might not like what you find.
- Organization doesn’t really accomplish anything. Plans don’t accomplish anything, either. Theories of management don’t much matter. Endeavors succeed or fall because of the people involved. Only by attracting the best people will you accomplish great deeds.
- Organization charts and fancy titles count for next to nothing.
- Never let your ego get so close to your position that when your position goes, your ego goes with it.
- Fit no stereotypes. Don’t chase the latest management fads. The situation dictates which approach best accomplishes the team’s mission.
- Perpetual optimism is a force multiplier.
- Powell’s Rules for Picking People: Look for intelligence and judgment, and most critically, a capacity to anticipate, to see around corners. Also look for loyalty, integrity, a high energy drive, a balanced ego, and the drive to get things done.
- Great leaders are almost always great simplifiers, who can cut through argument, debate and doubt, to offer a solution everybody can understand.
- Part I: Use the formula P=40 to 70, in which P stands for the probability of success and the numbers indicate the percentage of information acquired. Part II: “Once the information is in the 40 to 70 range, go with your gut.
- The commander in the field is always right and the rear echelon is wrong, unless proved otherwise.
- Have fun in your command. Don’t always run at a breakneck pace. Take leave when you’ve earned it: Spend time with your families. Corollary: surround yourself with people who take their work seriously, but not themselves, those who work hard and play hard.
- Command is lonely.
AVA stops import & sale of milk and dairy products from China

This report says that because of the presence of citrulline, it was speculated that watermelon might have some of the same effects as Viagra.

Pay Up or WE CUT!!!
The Rich and Affordable Sporeans may not know this BUT it is REALLY VERY EASY to get your home utilities (electricity & water) supply cut by SP Services - the only supplier of these necessities.
If you for some reasons, missed paying by the payment due date, a reminder will be sent to you. If further delay, even if you pay a partial amount, SP Services will just cut the supplies without giving a hoot.
So u must beg, borrow or steal to raise the fund to pay. Once u pay up, they will take a good ONE WHOLE DAY to reconnect your water & electricity & STILL CHARGE U RECONNECTION FEE!!!
In my heart, all I can say is what has this Country become??? I don't believe anyone would deliberately avoiding paying this MOST IMPORTANT BILLS in the world! Who want to live in the dark without water???
With this "malpractice" of a MONOPOLISTIC organization like SP Services, I think many Sporeans out there who are in this SAD STATE of AFFAIRS. My heart goes to the kids who have to use candle lights while doing their homework... a REAL PITY.
Can I suggest those SP Services BOSSES to try to live without electricity & water for just 24-hr? It would be GOOD for their SOUL for sure and make them HUMANS again...

Come on lah.... if petrol price increases, I can understand.... because it is a GLOBAL PROBLEM. But ERP???
I really beg LTA to have sympathy lah a bit to us drivers. Having a car is A NECESSITY. I have always been fascinated of the 4-wheels. That's why, I'm not too fancy of bikes......... but with this current situation, I may need to SELL OFF the car... & back to smelling armpits on the MRT.

With Grant, okay lah, those Big-Names Players can bully... but BIG Phil is a different ball game. I expect some of these players get kick in the butt...There's for sure!
Anyway, my best wishes to Chelski - a fine example that MONEY CAN BUY U PLAYERS but NOT TROPHIES. I sure hope they play an entertaining & attacking football that Roman craves.
Roman's a strange RICH guy...if he really wants an attacking & interesting team, he should have bought ManUtd.... bodoh lah...

Love Guru..to the rescue..
Knowing his style since the day of "Wayne's World" till now, I dare say he never lost his sense of WEIRD Humor which I really loved. DO I looked SICK to you?
Ok, so this his latest movie, LOVE GURU is just as GREAT as "THE SPY WHO SHAGGED ME" and the rest... and I think he does a much better job than say, Adam Sandler.... maybe because of the BRITISH humor....
All I can say is that this is a Movie that will lift-up your moods and make you laugh till you cry.....so do watch it... and concentrate on the dialogs for they are SUPERB!!!

The International Energy Agency (IEA) argue that rising oil prices are not due to speculation, but reflect the underlying conditions of supply and demand in the oil markets.
The IEA argue that most suppliers are working flat out to increase supply, but, there has been disappointing growth in new oil fields. At the same time, the oil market has seen increased demand from emerging economies in Asia, Africa and Latin America.
They identified 6 other factors behind high oil prices
- low spare capacity within Opec;
- Political concerns over conflict in Nigeria and Iran.
- Expectations of rising prices because of peak oil theory
- Growth in demand from China, the second largest economy in the world.
- rising oil industry costs;
- tight refining capacity;
- and stockbuilding by refiners seeking to lock in profits.

MHA - 2008 Year of Debacles!
Why all these are HAPPENING?
Is our Home Team getting complacent?
Or is the outsourced agencies are not doing a Good job?
Just the other day, near the Woodlands Causeway, I saw a Chinese driver stopping his car & came up to the AETOS officer & scolded him over & over again. This went on & on until another AETOS officer came & pacified that Chinese man. The man then walked back to his car & before entering it, showed his middle finger to the two officers. And the two officers DID NOTHING!!!
If that has been a Traffic Police guy, he would have sure arrest that Chinese man. But then its AETOS, everyone knows.... Powerless Law Enforcer....poor guys...
Another recent incident I saw near my home was when the parking warden trying to give a parking summon for a parking offence, the driver took out his camera phone & placed it very near to face of the warden as if video-taping him & capturing everything. The warden just did his job & issued the summon & leave without saying a word.
But if that had been a Traffic Cop, that driver sure to be arrested from trying to distract any officer from doing his work!
Here's some of the cases of MHA's poor performances:
- 2004 - Huang Na's killer escaped on toilet break under police custody.
- 2006 - Tan Chor Jin (One-Eyed Dragon) escaped to Malaysia, allegedly on a fake passport.
- 2006 - NKF Richard Yong managed to flee to Hong Kong.
- 2008 - Mas Selamat Kastari - toilet break again.
- 2008 - Two detainees' attempted escape frorm Subordinate Court.
- 2008 - Ng Ting Hwa, the employee who siphoned almost S$2m from his company, fled to Malaysia when he's under investigation.
- 2008 - Gurkhas' scuffle over salary.
- 2008 - A retiree unintentionally bypassed Changi Airport's security using his son's passport.
